shocks or struts bad?

ok so my 99 has a 3 half ton jack as well as some tools in the back cargo area. iv taken the tools out time to time and the rear still sits low. now the jack cant weigh over 150 so whats bad here? how to you find if shocks or struts are bad....i guess im asking whats the diagnostic difference?

The springs control ride height, not the shocks.
If your sitting low in the rear you'll need to replace the leaf springs to restore ride height.

1: Explorers do not have struts.

2: Shocks are not the problem. Your springs are weak. You will need new springs or add-a-leafs to fix the problem.
