1995 Explorer crank no start

My wife got into a front end collision yesterday with her 1995 Explorer.... When she seen there was no fluids or anything, she went to move it and it wouldn't start again.

I had the tow truck driver bring it home, fuel pump is working, I disabled my alarm/remote start system and still won't start. I don't have a code reader but CEL is illuminated while engine cranks.

It has fuel at the rail, it has 12v at the coil, I swapped CKP sensor and still no start.

Any ideas?

Does the 95 still have an ignition controller (ICM)mounted to the front radiator support like the 1st gen has?

Edit, yes it seems so. The ICM looks like this

I know on 91-94 it is mounted like this--

The reason I suggest this , is it may have been damaged in a front impact.
 






The previously mentioned safety feature is a
fuel inertial shut-off switch located in the passenger side
footwell, up under the dash. Press down on the
red button a couple times to reset it.
