2002 explorer horn doesnt work

all fuses and relay check good. jumped horn, cks good.
i can here something clicking in the passenger side rear cargo area when i press the horn on the steering wheel. is there a relay or something back there as well? what am i missing?
i disconnected the battery recently to fix a 4X4 problem, now horn doesnt work. could it be a anti-theft issue or something. horn had no previous issues

I recently discovered that the horn didn't work on my 02 explorer either. I had to replace the clock spring in the steering wheel. If none of the steering wheel buttons or button lights work then the issue is your clock spring.
