Factory alarm horn not working?

why would the factory alarm horn not be working on a 2000 explorer, it has anti theft and if I hit the panic the lights flash but there is no sound I think whoever had it put an alarm in it and then took it out now maybe something is not connected im not sure help!

I would get a volt meter and unplug the horn. It is under the Battery just above the inner fender you will have to undo some 8mm bolts to get up in there. Put the positive probe in the terminal that plugs into the horn and ground the negative terminal. have some one honk the horn and see if voltage is present.
