Fix for idle problem? '98 Ranger

I every one, I'm new to the forum and have a question about a 1998 Ranger.
I have looked on the forum before and saw a lot of good advise on how to trouble shoot an idle problem, mine is a little differant, when starting cold or hot the idle does not seem to go above 750 rpm's, I have looked at the IAC and the MAP, cleaned them and tested them and they are with in spec's. the IAC though when I took it off and cleaned it, the plunger seemed to be in the open position with power off it. Is that the postition it should be in with power off?

When cleaning the IAC did you make sure it moved freely in both directions?
 






That was the one thing I did not do, as soon as I get a chance I'll check that out and let you know if that fixes it, does that also cause the RPM's not to go up when the A/C is turned on?
