1994 Ranger 4.0L high idle

My Ranger is idling at 1300 rpm. I have used a scan tool and it came back with TPS out of range, I replaced it. I have checked the IAC with a VOM and it and it's supply voltage are within spec. I tested the ECT and it and it's supply voltage are within spec. I was thinking maybe somebody out there might have had a similar situation. Any help at this point would be much appreciated
 






This may be 'dumb', but have you looked to see if anything is holding up the throttle cable, either under the hood or at the pedal?
Also, a vacuum leak can cause a high idle...
Just throwing some ideas out there!

I will check out the throtle cable and have done a quick check for vacuum leaks. I am going to look more closely. I keep hearing about vacuum leaks. Thank you for your reply and the welcome
