Fuel gauge not working

my fuel gauge stopped working 3 weeks ago. Ford Dealership was going to charge $650 to replace fuel sending unit or $1000 for Fuel pump all inclusive. Did not use dealership but did replace with a new fuel pump all inclusive. The fuel gauge still did not work. Now told the instrument cluster needs to be replaced. All other gauges work on the cluster. Any advise? Thanks in advance.

The sending unit can be checked with a multimeter. I’d do that before replacing the cluster.
