high idle on 4.6l 2002 mercury mountaineer

when starting vehicle it idles at 2000 rpm and doesn't come down until you put it in gear and then it stays at 1000 rpm. I've heard that it can either be th idle air valve or possibly a vacuum leak. Anybody experienced the same problem and what is the fix?
