My check engine light is not working.

my 95 explorer's check engine light doesn’t come on when key is turned on and motor not running, checked all fuses and all seem good, replaced bulb with known good one, still not working. Motor runs fine.cleaned grounds under hood and one under dash What should I try next?.please help, I need to get the car smoged and it won't pass with out the light working.thank you.

Thanks for moving my thread to the right section, I put another PCM in still no CEL is it possible to have two PCM's with the same problem? Not sure what to try next. Thanks for the help.

Check the wiring going to the light bulb, and the socket.
