open hood

my hood cable seized up. Been trying to take off latch from outside with no success Is there a way to open hood from outside.

My 94 did the same thing - I cut the cable from the handle in the cab and pulled it through and then tied a loop on it, Sprayed PB Blaster on what I could see of the latch mechanism and YANKED...
