P0430 code

I am working on a 1999 Explorer with a 5.0 motor. I am getting a P0430 code. Can someone tell me if I need to be working on the passenger or driver side exhaust. This Explorer has 247k miles on the original cats so I am thinking that is my issue. The O2 sensors were changed at about 130k and the drivers side again about a week ago.

If I clear the code it takes about 70 miles for it to re-appear.

From what I have gathered, that code is for bank 2 drivers side. P0420 is Bank 1 passenger side. I've got the same code.
