Unique turn signal problem! Help please

Ok I've seen other post similar but here I go. I have a 96 ranger the left turn signal stays on solid when the headlights or parking lights are on. When they are not on it goes off like normal and you hit the left turn signal and it blinks but so does the interior lights! I have replaced the MFS, all fuses are good, the bulbs are all new/inspected and correctly installed, the ground on the inner fender is clean. I have not recently installed a radio or any other electronics I do have HIDs that have been installed way before the problem occurred. Some one please help!

..Check near or at the wiring of the trailer plug..Behind and below Left tail light..

..One common item is for the jacket to get cut on the frame or crossmember allowing a short in the wires..
