Warning lights not working

99 Ranger XLT
My son bought a 99 Ranger with issues, in hopes of restoring it to a useful condition when he gets home from Kuwait. It runs, with a few performance issues, and is drive-able. An initial issue is that the warning lights do not come on when the ignition is turned on. I've checked the codes and the check engine light should be on.
I've checked the panel fuse and it's ok. What else should I be checking?
 






unscrew the instrument cluster and check the connections. clean them up, spray with some wd40 and see if they come back on. If they don't, then test for current at the bulb holders. If you have no current then double check the fuses in both fuse boxes and replace any that incorporate with the instrument cluster.

If you still have nothing, then there must be a break or short in the system somewhere... and that's where I'd be stuck lol.
 






Bulb for check engine light is likely missing or burned out. Common of many used car sellers...
