Hi, i am new on this website, and i have a question about the engine fan on a 2004 explorer 4.6. i need to know if it has a clutch, or even an electric fan. The fan seems to be running all the time.

Any help is much appreciated

Open the hood and have a look. Does the fan have a drive shaft connecting to the engine? (Likely Yes)
otherwise its an electric fan.
If it has an e fan, then its a mod by a previous owner.

its deff not electric since a.) its a one owner and b.) it has the drive shaft. the fan just seems to drag the engine down more than normal. it makes a noise that you can hear from inside, but i'm not 100% sure its the fan. i think the noise is the tires.

With engine OFF, spin fan blade with your fingers by reaching down from above the shroud. The fan should turn freely, with smoothness, no binding. If it does not, it is likely the fan clutch is binding up and should be replaced. imp
