Fuel Pump Duty Cycle not moving

1999 Explorer XLT AWD
So I had a custom tune done for my explorer and it came on the SCT X4. While datalogging I noticed that my fuel pump duty cycle stays at 1%.....always. Is there a sensor or relay associated with this? Sign of a failing fuel pump? Thanks in advance.

It probably just doesn't generate any data, maybe something like 0 is off and 1 is on. Check the fuel rail pressure if you want to know if it's working (bad pressure could be something else of course but good would indicate working).
 






I think that @J_C is correct.

The 99's did not come with a modulated fuel pump.

Only a fuel pump relay.

In the binary electronics world 0 = OFF and 1 = ON
 






Thanks, I checked fuel pressure yesterday in fact (bought a kit from Advanced Auto Zone). Was right around 65 PSI. Thanks guys.
