sound like your resistor is bad (fits in the blower housing) since it is not used on the high setting (full current) Had the same problem on my Contour a few years back.

I beleive you're referring to the Mass Airflow Sensor and it can be cleaned with carb/choke cleaner from the posts I read - that may be your problem
