here are a few pics of the rocker just held in place to give an idea lf what it looks like I still had to remove that rusty corner, how to fix that area ended up being the biggest challange.

this is where I made my big mistake. This piece was not wide enough, even though it looks like it. Make it wider, you can always cut it off later, I had to weld a piece to the bottom of it after the rocker was installed and that sucked!!!

Im not saying you have a problem with the cap. my point is by leaving the cap loose, if the problem is still there you can rule out any venting issue since you have vented the tank with a loosened cap

might be a parking brake strut is hanging up causing you problems it may be hard to get your drum off I can give you some tips there if you need I spent many years wrenching at a Ford delalership and a few brake shops before that

I may have missed it but have you ruled out the fuel pressure regulator? another thought is maybe the injectors are leaking down and causing a pressure loss when the engine is sitting. That could be why its hard to strart cold. I know there are simple tests for this.
