Should the motor turn over freely if timing chain is broken.

Fuel pump works fine There is heaps of fuel pumping from the fuel pump. After taking the tappet cover off have found a new timing chain has been fitted at the front. When turning it over it back fire a little, could this be the timing c hain out by one tooth or could there be a sensor gone.

Just purchased the car, motor turns over freely but won't start. Could that be the timing chain or what other problems could it be. It's an 1996 - 1997 Ford Explorer.
