thanks for your replies. all parts were brand new except the starter which was a reconditioned motorcraft(that i had them bench test before installing)my only regret was i did not have the starter that i took off tested to see if it was bad because i was so sure that the starter was the problem...

the starter was replaced new starter was bench tested prior to installation. all cables have been replaced along with all items as listed in the previous post. there is no intermittent starting it does nothing starter will not spin it makes no noise.

Maybe i am not being clear in my explanation. The engine will not turn over all that hapens is the starter relay switch clicks.

I do not know how i would go about testing spark if i cant get it to turn over. i dont think there is a problem there that would prevent the car from turning over. i dont know yall tell me. thanks for your reply
