window wipers wont go off

    Wipers won't go off!!!!

    My windshield wipers do not turn off, the only time they are off is when you have the ignition off...other then that when you have KOEO or when its started..the wipers run on the slowest delay setting. The relay isn't the problem, I've already checked that. Any other possibilities? I even ripped...
