02 sensor problem, '96 v8

My CEL has been on for some time now. Since i lost my license, the car doesn't get driven much. After doing some maintainence on the explorer, i decided to pinpoint which o2 sensor was giving me trouble (i knew it was an o2 sensor based on gas mileage and performance of the car).

p0141 is the trouble code reading, which indicates o2 sensor heater circuit trouble in Bank 1, sensor 2. I've already replaced BOTH sensors on the driver side, so i can rule out that it's a bad sensor.

I'm having the same CEL problem with a P0141-02 Sensor Heater Circuit Malfunction (Bank 1 Sensor 2) in my '98 with the 5.0. Has anyone found a good way to resolve this problem?
 






Isn't Bank 1 on the passenger side ? Anyway, you can check the wiring as follows: Unplug the sensor. Using the pinout for the plug (it's printed in Haynes manual for example) put a voltmeter between "Bat" terminal on the sensor plug and the ground (not signal ground) on the plug and have someone turn on the ignition switch ... you should read at least 10V. If not check for a short or open.
