05 Ford Explorer XLT v6 4.0L weak AC/heat and loud noise when on hi

Hi there. I have a 2005 Ford Explorer XLT V6 4.0L. The AC is cold and heat is hot but it blows pretty weak and when on highest setting a loud noise comes from what sounds like the blower motor. Could it be the motor that needs to be replaced or the blower motor resistor? I'm no mechanic but just using common sense and have pulled down the glove box and listened for the source. Any help is greatly appreciated.

The fresh air/recirc air flap breaks off and falls onto the blower motor. This results in reduced air flow and noise.
