1991 explorer window regulator

These windows are so stupid toutchy if they are mis aligned even a quarter or even possibly eighth of an inch off it will either jam or just whine without moving. Just messing with the speakers or trim could throw it way off. Take everything apart and start over. That spring needs tension also really hate the gears on these for this reason.
 






I also bought two brand new motors I tried putting one new motor in the old regulator didn't work I put one of the new motors in the new regulator did the same thing... Maybe some C-4 might help it...lol
so ;
new motor + old regulator = require assist
New motor + new regulator = require assist
?
Assuming new motor is good then it could be
old failed reg tension matches new reg incorrectly tensioned (spring needs another turn, possible different orientation)
or
electrical/power supply issue. You state this is drivers side. Front? Try bypassing the One-Touch-Down module?
or
improper installation (generous amount of lubrication in the window c-channel is needed)
or
your door is bent. Is your door bent¿

C-c-c COMBO! also possible of course.
 












It's been a long time since I've replaced that style of regulator but I'm pretty sure you have to install the spring and prewind/load the regulator before you install the motor, I used to clamp it in a vise and hold it in place with a c-clamp while I attached the motor be careful this is where you can hurt yourself!! If you look at this video you can see that the regulator has to be preloaded with a lot of spring tension in the down position.
