1994 Explorer won't start when cold outside

My 94 explorer refuses to start when its cold outside. The IAC motor is not moving even when I get the truck started, I went out and bought a new IAC and it don't move when i plugged it in and got it cranked in warm weather. Whatever controls the IAC doesn't seem to work at all. The only way I get it to stay idling with warm weather is to take the iac motor off and stick a zip tie in the iac so it will suck a little air into the engine otherwise the engine will stall out without my foot on the gas.
 






Well I started it yesterday and took it to work since it warmed up. Made it fine but now there is an issue with the transmission it appears. When trying to accelerate the rpms stay really low and it seems to have no power, sometimes even when it does have the correct rpms the transmission won't change gears and will just run in that gear. What tells the transmission to change gears? When I drove it yesterday the tranny was fine till I got almost to work then it started this, then it sat for a little while and when I got back in it it ran and shifted fine for about 4 minutes then it went back to no power and not shifting.

EDIT: I never updated this and told anyone what was wrong. Come to find out the wiring harness wasn't all the way plugged in on the side by the battery. I had disconnected it because I had to replace the lower intake manifold gasket and I didn't get it quite locked together so the wires would get cold and retract causing it to not connect.
