I tried cleaning the EGR really well, and checking it's function. You can probe the sensor to see if it is reading properly at idle. I suspect not, from what I saw on my own truck. Probably just going to have to replace it. P0402 EGR Excess means that it is allowing flow, or too much flow, when it should not. If it appears to function OK then the "pin" probably isn't completely seating after years of gunk on it, and it's giving a false reading. I think you're probably going to have to replace it.
