1999 Explorer. Clunking issue - especially when driving in the rain.

When it is wet outside, my 1999 Ford Explorer has a very noticeable clunking noise in the front end. The vehicle was in volved in a minor front end collision at 60,000 miles (now has 123,000). My mechanic syas not a safety issue, but I want to understand what is going on.

Need more info on the clunking. When does it make the noise (in gear, hitting bumps, when shifting), any change with speed or making turns, are there any times when it does not happen?

As for mechanic saying not important, thats not a good answer.
 






The clunking occurs when first start driving (reverse and forward) and when starting up from a stop. When road bumps are encountered the noise also occurs. As I said it is most noticeable when the undercarriage is wet. I have replaced the shocks all around, without any noticeable change in the noise. The brakes are recently redone. The location of the noise seems to be in the vehicle front-end just forward of the front passenger seating.
