1999 Explorer-persistent P1633 Keep Alive Memory Low Voltage

This DTC is always there....replaced battery; alternator OK. Vehicle idles rough and will sometimes stall when cold. Very rough during warm up cycle. Can anyone shed light in the P1633 KAM issues? Is this cause for replacing the PCM? Thanks.

just went thru this on my sons 99 ranger check the fuse first, i dont know what yr yours is or the motor but my sons was a 3.0v6 let me know ill tell ya what i found. paul
