2000 ranger front shock question

I have a 2000 Ford Ranger 3.0l V6 2wd, supercab, Front Coil springs. I just had the front shocks replaced, now there is a metal on metal clunking noise, upon inspection it looks as if the top nut on the shock is not tightened correctly, causing the shock rod to move around in the upper control arm. Should the nut be tightend down on the washer so as to suffiecently sandwich the upper control arm between the upper and lower rubber bushings? If so is there a torque spec.
 






Either tighten it yourself or take it back. Often, a special socket is needed to hold the shock shaft while the nut is torqued to spec - 30~41 lb-ft.
