2003 Explorer Sport Tac keeps blowing fuse #20 (Reverse Lamps)

can someone please help me trace the ground that's causing fuse #20 to blow? It only happens when the truck is running or in the on position, and the gear shift is in the "1"position while pulling back on it. I'll try to explain "pulling back". This is what you need to do to change the transmission position from "Park to Drive. Can someone please tell me a place to start so I can isolate the ground or replace the faulty part?
 






Check the wires in your tilt column. Does it do it in all of the positions by chance? I can't remember exactly how wires are routed in the column, but I remember a lot going on there. I had a wire break, it didn't blow a fuse, but my turn signal and brake light quit working.
