2013 Ford Explorer XLT will not crank

New battery and starter, replaced 30 amp starter fuse. checked starter relay-good. ignition switch fuse-good. continuity good for wires leading to starter. What else do I need to check.

Starter solenoid? Was the starter fuse blown?

Is PATS happy? (No "starting system fault" message on the dash?). If it isn't, the rest of that stuff doesn't matter.
