97 Ford X 5L takes about 10 minutes to stop whining when cold before the relays click and fire is accepted at the spark plugs. Once the relays click, meaning fire is possible at the spark plug, then engine cranks with no problem. Vehicle has 126,000 miles and runs great. I do have a leak on the right side exhaust manifold. Fuel pressure on the fuel rail reads 40 psi instantly. Whining noise appears to be coming from EGR vacuum regulator and Idle Air Control Valve. Once the whining noise stops, the relays click and I can crank as though nothing were wrong. There is still an annoying delay before being able to crank when the car is warm also. Its just not as long as when the car is cold in the morning. I live in SC, so cold simply means the car has not run overnight. Swapped out IAC valve and crankshaft position sensor to no avail. EGR vacuum regulator ohms out good and there isn't any short in EVR circuit to chassis or any other wire in connector at firewall. I have taken this car to the dealer twice and they both want to throw lots of money at it without knowing what is wrong. They say it'll cost hundreds of dollars and then we'll see if anything else is wrong. Dealer wants to change out computer and move on from there. I am considering buying a computer from a salvage yard after cross referencing to my own computer. I'd hate to spend big bucks on a simple problem. I'd like to understand why there is a delay before the computer allows fire. I'd like to know if this is some type of vacuum delay. Also, I can't even see the PCV valve to change it out or check it. Is there an easy way to get to it? Codes from autozone were P1409 and P0401.
