Maybe you didn't fix the shift motor correctly and get everything lined back up. Or, there's a sensor for the 4 lo that detects when the tranny is in neutral...if that sensor went kaput, then it won't engage into 4 lo even when the tranny is in neutral (as the computer won't know so if the sensor is gone bad)

How long have you had the '94 and when was the last time 4Low worked? When did you change the T-case fluid last? If the 4x4 computer cannot shift into 4x4 Low after ~5 secs it will assume a problem and reverse itself (shifting back to 4x2).. The problem could be related to either a weak shift motor, or the T-case selector shaft being VERY hard to turn.

I would chock the wheels, remove the shift motor, put the transmission in "N" and then use pliers to manual shift the T-case into 4H-4L and back to 2H.. Each position has a slight indent that you can feel as you reach it. Doing this a few times may free up the T-Case so that the shift motor is able to now move it.

You have to be in neutral to be able to go into 4x4 lo.
