4x4 lights on with out pushing switch

Hi all, new here with a new to me 94 explorer.
The problem is the 4X4 lights (both switch light and dash icon)came on when I started the engine last night.I pulled the torque motor and the t case is in 2wd.
The 4wd controller does not "click" yet the self test gave a 4 count flash.
I can not shift to low range and the torque motor is not shifting. The 4wd worked last week and has not been a problem.
If I disconnect the wire harness connector from the tcase the lights will go out, however after reconnecting and cycling the key both lights are illuminated.

I looked through the archives and did not see any thing that pertained to both lights being illuminated while not shifting.

1. The indicator lights are in two locations. There are lights on the dash and LED indicator lights in the switches. If the dash lights don't respond, look for no power or a burned-out bulb .

2. If the lights are ON all the time , look for a short to ground. Check to see if the Shift Control Module is activating them all as this is a malfunction.

3. If the button lights remain ON all the time but the dash lights are not ON , this means the dash lights have burned out. The button lights are ON because a LOW current is still passing across, enough to light the LED.

4. If NO lights illuminate as you go through the shifts and ground power, and the bulbs are good, then the Module is at fault or the Motor has stopped at an intermediate point.
