'92 Explorer, bad steering gearbox?

Hello. I just had my X in for PA state inspection and they said the steering gearbox is bad b/c of the lift/steering angles (4" sus., 3" body), but I have a pitman arm on it. I have noticied no steering problems (sloppiness) to speak of other than minor ones to be expected with a lift. How do you check to see if this is really "bad"? I suspect this Ford dealer is anti-lift and just want to sell me a $350 part I don't really need.

Also, I do not have the stock dust sheild behind the left front rotor (it was removed 2 years ago as the cause of another problem). They say this must be replaced to pass insp., but it wasn't there last year either when this same shop never said word one about it. (They were too busy charging me $750 for a head gasket, t-case output gasket, and ball joint). Does this thing *really* need to be on there? They claim it is a necessary part of the braking system, but it ain't gonna do a d@$% thing to keep "dust" of my rotor the first time I go through a hole filled with Pennsylvaina gumbo.

Should I just take my truck to another shop and see if they'll pass it? Thanks in advance. Also sorry if this post is out of place, but I didn't think any of the other areas were better suited.
