97 5.0 whining like a child

ok so here is the problem.... no matter what the weather or any other variable there is this whine from the front part of the engine on my mom's 5.0. i have tried changing the belt and adding belt dressing and this only made the problem worse. I am thinking that it is the alternator but i can't be sure. i was thinking of replacing the pullys but i don't know if that's what it is. Can the bearings on the alternator be replaced? if so some how to tips would help. I have looked at other posts and they suggest anything from cv joints to pcv valves. i can eliminate the cv joints since it does it when it's not moving and i have replaced the pcv valve every 3000 miles as recommended. and turning the stering doesn't change anything so i don't think that it's the power steering. i guess that only leaves the alternator and the pulleys....right? Please help my mother is driving me crazy about this.

you may want to look into the IAC, my dads ranger has this problem, and we have narrowed it down to pulley bearings or the IAC
 






I would check the Pulley's and the belt. Mine is whining and I tracked it to the pulleys by spraying some WD-40 on the bearings and starting it up, whining was gone for a little bit. I think these things run about $20 - $30 at most auto parts stores.
