98 XLT Airbag code 21 - An weird issue from Brazil

A few months ago I needed to took off the crash sensor's connector and got an airbag code (45?). A lot of contact cleaner after, started a new code (33?). Clockspring changed, codes cleaned (http://www.explorerforum.com/forums/showthread.php?t=180604) and ...

Situation #1: Key ON, wait for the complete check. When "buzz" end, turn engine ON and got code 21 (Diagnostic Monitor Not Mounted to Vehicle Properly);

Situation #2: Key ON, start the engine while monitoring check is running and got no codes. Airbag light turn on and then off.

Does anyone have a clue to solve this?

BTW, 98 XLT.
