99 Exlorer--4.0 no power to the injectors

I talked to the local Rescue Mission who takes cars in donations. They have a 99 Explorer, they can't get power to the injectors.

Am I correct to assume, that if you do not have the right key that matches what the ECM requires, the Anti-Theft of the Ford will keep it from starting.

Did I lose everyone? If not power to the injectors is that because the key does not match the Anti Theft aspect of the SUV?
 






Yes, if the PATS key isn’t a match, or has an issue you won’t get the injectors firing.

Easy to tell. Does the THEFT light flash rapidly when it’s being turned over?
 






If the anti-theft light is flashing quickly (rather than blinking once about ever 2 seconds) then the PCM is not receiving or not verifying the code from the chipped key. This could be the wrong key or an issue with the transponder that reads the key, the PATS module or in the wiring.

When the PCM doesn't/can't verify the code in the key it will not turn on the fuel injectors. That's how PATS works.
