99 explorer won't shift from 2-3 above 3000 rpm

Anyone ever seen this or know the solution? The truck will shift fine in all gears but won't shift from 2-3 when rpm's are above 3k. This is on a 99 EB with an auto trans

What's the mileage on your truck? I flushed my ATF for the first time at 160k (10k ago). The old stuff was dark brownish/red, and it seemed to be alot smoother after the flush. If your trans dipstick has that color, I'd go for it. If you do the flush, make sure you get the correct ATF, I used Valvoline Mercon V.

Is your O/D light flashing? Check the fluid level first...
