A/C problem

hi I have2003 explorer eddie b. It has the electronic a/c controls. I have a problem with the a/c I can hear the motor and also feel cold air coming from the vents but it is not blowing strong enough as it should. What could be the problem, can someone please help me? Thanks

manually switch the motor speeds, does every step work?
Try turning it off/on what does that do?

There is a motor resister that sometimes fails and only 2 out of the 3 speeds work. Its a little part with a couple of wires next to the blower motor usually, above the passenger feet
