ABS acting wierd with 4X4

When I use the brakes with 4X4 on in my 93 I barely press the pedal and the ABS goes to work not allowing me to stop very well. They work just fine normally, you have to press the pedal down pretty far for it to strat pulsing but with 4X4 on it starts with very little force applied. I have driven a 99 4X4 and an 02 2wd didnt have problems with either of there brakes. Is this normal for the first gen or is something wrong?

My 94 does the same thing in 4 x 4. Never really had both in 1 car, so I always thought it was normal.
