AIR CONDITIONER CLUTCH

Recently my air condtioning stopped working on my 99 Eddie Bauer Explorer. I found that the clutch was not engaging when the air was turned on. I checked the the voltage at the plug to the clutch, there is 7 volts there when a/c is turned on. If I use jumper wires to put 12 volts to the terminal on the clutch it does engage. Does anyone know what the voltage should be to the clutch to engage it? If it should be 12 and I only have 7 what should I look for that would make the voltage low? Any help would be appreciated.
 






It might be the low pressure switch, if you don't have enough refrigerant in the system, the clutch won't engage, so you don't burn up the compressor.
