Air Conditioner Control problems

I am having troulbe with my 2002 sport trac's air/heat controls. the contorl to set it on heat or air works, and so does the control for the setting (defrost, feet, etc). But the control to determine the level (1,2,3,4) is giving me trouble. setting 1 (low) works and setting 4 (high) works. But 2 and 3 give me the same output as 1. Any suggestions on how to fix that?

Sounds like it could be the blower resistor or the switch.

When my '02 4-door had the same output on 3 & 4, I changed the switch and it works perfectly.
