If you have no key at all you're going to need to get one made first before you can do anything and while you're getting one made you might as well get two made since two are required to program PATS when you have no key already.
You can either have a locksmith decode and make a key or possibly the dealership can look up the key from the VIN and make one (proof of ownership would be needed of course). I don't know if Ford actually does it, I only have experience with Mercedes on that.
Once you have two keys made then you have two options to get it running.
1. Pay the locksmith or dealer to program the vehicle to the keys.
2. Install free ForScan on a windows laptop and buy the USB scantool interface to program it yourself.
If you're needing this done quick you're going to have to pay for that luxury. You can have a locksmith come to you and make and program two new keys. I would not pay more than $300 for this service. Also if you have AAA they have vehicle lockout and key replacement coverage up to a certain amount I believe.
As for FOB remotes, you can buy 2 for $7 on ebay and program them yourself.
