Bad fuel pump or filter?

I just recently bought a 99 Explorer 5.0 with 116k miles.
Runs good except, after it has warmed up, when I go to restart after
a stop its slow to start, like its not picking up the gas. I can turn the key on
and off and on again, to what I think is building up the fuel pressure and it
cranks as soon as I hit the ignition. We have been getting some much colder days here lately and it cranks fine every time, even after running long enough
to get it to normal operating temp, cut it off, and it will crank back right away.
Can anyone give me some suggestions on where to start to diagnose my problem(s)? I know I need to change my fuel filter, but what else, can this be an O2 sensor or what. I just dont want to start randomly changing parts until I find the problem if I can help it. I do plan on getting a OBDII scan do on it. The CHECK ENGINE light is on, the original owner from whom I bought it told me that it came on at 60k miles and were told it was just a service light. They just didnt worry about it, but did have the wire and plus changed at 83k.
Any help would be appreciated.
