Came into a 1995 Explorer, sitting idle for two years!

It has 190,x.. miles..which is all good by me.

But the vehicle has been sitting idle, not run for the past two years at least. I put in a new battery. It lights up and cranks a little but does not turn over completely. So I need to get it into working condition. What do I do, to get it back to original running condition.

Already checked -
Air filter - ok
Transmission Fluid- below normal. but ok
Engine oil - optimum
Battery - ok
Dashboard lights - all light up, including interior lights. Locks/unlocks, but power windows are not working

No known issues before the vehicle was put on ice!

You should probably change ALL the fluids & pull the spark plugs & spray some oil in the cylinders & crank it over a couple times to lube the piston rings.

There was probably a reason it was left for dead 2 years ago. Minor point but, how can you check the trans fluid level if it doesn't run? If you can get it to crank, spray starting fluid into the throttle body to look for signs of life.

Frankly I wouldn't put much time, effort or money into a '95 that's been sitting for 2 years. It'll probably turn out to be a money pit.

What's the condition of the battery? If it sat with (or even without) the battery connected for two+ years w/o running then the battery may not hold enough charge to get good cranking amps. IOW I'd try jump starting it and/or have someone measure battery voltage while you're trying to start it.

replace the fuel

Unless the previous owner added fuel stabilizer to the tank when storage began the fuel has all changed to incombustible lacquer.

Get rid of all of the fuel in the tank and add some fresh fuel. Then remove the valve core in the Schrader valve at the fuel rail. Connect a hose to the valve and run fuel thru the fuel lines until good fuel comes out of the hose. Then reinstall the valve core and pressurize the fuel rail. If it doesn't fire when cranked then try spraying aerosol starting fluid into the intake manifold. Even then the fuel injectors may all be stuck closed and not inject fuel.
