Can't get into 4WD-Low on my 95...

I can get into 4WD, but the 4WD Low light never comes on... I know the light works because it's there, bright, during startup!
 






did you come to a complete stop, put in in neutral, hold the brake, then turn the switch?
 






Nope, no ideaI had to do that :) Didn't get a manual!
