Conflicting o2 sensor data vs PCM code?

2000, Explorer XLS
1998 Ford Ranger 3.0. Forscan showing code P0153 (Heated Oxygen Sensor Circuit Slow Response (HO2S-21)). Looking at the sensors with forscan looks more like S-12 is bad. Is that downstream o2 sensor outputting the correct voltage?

Checked it against my 2000 4.0 OHV. Maybe that's ok for downstream. The 4.0 o2 sensors seem to cycle quicker though. I supposed that is why the "slow response" code.

FWIW here is the Ranger after the new sensor. Code went away.

Amplitude looks fine…it’s the frequency that looks slow. You’re probably due for both upstream sensors

No one gives a **** about the downstreams
 






Yeah I thought the other looked slow too. Slower than the 4.0 for sure.
