Could these problems be related?

'96 XLT 5-speed
First problem: I have a '96 XLT 5-speed. When the motor is warmed up and I roll up to a stop sign and push in the clutch, the idle rises to somewhere around 1500rpm. After the vehicle stops completely and sits at the stop for about 3 or 4 seconds the idle will bump down to normal. Also, when I accelerate and shift through the gears the rpm's do not drop immediately when I push the clutch in like they should. I figured this problem was vacuum related but I haven't been able to find a leak. However, under a certain load I can hear a whistling noise under the hood. The IAC valve has been replaced.

Second problem: the only setting where the a/c comressor won't kick on is the setting for the top vents (i.e. blowing in your face). It doesn't matter where the temperature knob is set. All the vacuum lines behind the dash seem to be ok. The water control valve does leak some coolant, I don't know if that is important/pertinent.

Any help would be greatly appreciated guys, these are two very irritating problems. Thanks in advance.
 






My escort used to do the same thing. I believe it was a faulty TPS, although I never did fix it. Only happened occasionally, but especially when weather was cold. Check the cable too. It may be sticking.

Your A/C compressor is working properly. It is designed to run in all positons except for Panel (vent). In '98 or '99+, it will not run when on panel (vent) or floor (heat).
