my truck doesn't have day time running lights, however the fogs function as daytimes if you want. When I have the switch in auto mode, and the fog light switch pulled out, my fogs will turn on when the engine is running,
I bet your explorer is the same way since we have the same year and model.
If you start your truck, put the headlights in auto mode, and pull out to turn on the fogs, I bet they will be on.
