Does the 98 to 01 make a lot of noise from the front end.

I bought my 99' XLS with 36k on it. It had always made a lot of humming/tire noise from the front. I have since replaced rotors,pads,calipers,tires switched front rims with back. Still the same road noise. My father-in-laws 01 Ranger has a lot of road noise from the front. Is this normal for these platforms?

If it's the tires humming then it's just the design of the tires. Some tires are very noisy will others are designed well and don't make much noise. The tires may need to be re-balanced.
